This style was standard for U.S. Army service caps and dress hats during World War I with 6 Stone Arrowhead Artifacts

This type of eagle insignia was widely used on officers' headgear (like the 1912-pattern service cap or campaign hat) across U.S. Army units, including those training at Camp Cody near Deming, New Mexico (1917–1919). The camp housed National Guard troops forming the 34th Infantry Division ("Sandstorm Division"), with over 30,000 soldiers rotating through for basic training before overseas deployment.
