Hand Carved Round Stone from Yellow and White Quartz 

Could Have 

Been a Small Anvil or the top-stone to a Site Marker (Carin) stone stack. 

Stone stacks or Carin were common to Southern California marking Springs, places of prayer, and markers for various reasons. They usually consisted of stacked discoidal stones of various sizes, stacked largest on the bottom and smallest on top, usually having the top stone being round with flat side or  pyramid or variation head stone. 

Anvils with rounded bottoms are used on the ground or in the hand to crack seeds. 

In Very Good Condition

Quartz (SiO₂) is extremely common in California, with varieties ranging from clear rock crystal to milky white, smoky, citrine (yellow), and chalcedony/agate forms. Yellow tones often come from iron impurities or coatings.
